This course focuses on the incorporation of democratic constitutional theory, values, and processes into U.S. public administration since the 1940s. It covers the constitutional dimensions of the separation of powers, federalism, and individual rights; administrative law; and representative bureaucracy, with emphasis on classic and integrative literature. Usually offered alternate falls. Prerequisite: admission to PhD program or permission of instructor.
